Purpose: In November 2024, three linked through-traffic restriction trials were introduced at Winifred’s Lane, Gay Street, and Catharine Place under Experimental Traffic Regulation Orders (ETROs) as part of the Council’s Liveable Neighbourhoods programme. The aim was to reduce through-traffic and support active travel. A six-month consultation period ran alongside the trial until April 2025. On 30 January 2026, a decision was made to make these schemes permanent, a decision subsequently upheld after a call-in process. The decision report, available here (https://democracy.bathnes.gov.uk/ieDecisionDetails.aspx?ID=2378), also identified possible mitigation measures, including ANPR enforcement, to support compliance. Despite appropriate and compliant signage being in place, monitoring has identified ongoing non-compliance at these locations. The main contraventions observed include • illegal right turns at Cavendish Road into Sion Hill, • failure to comply with the mandatory left turn at the junction of Upper Gay Street (southbound) and George Street, and • unauthorised entry into Upper Gay Street (northbound). These behaviours not only breach the restrictions but also compromise safety and undermine the scheme’s objective of encouraging walking and cycling. The purpose of the consultation was to gather public feedback on the implementation of camera enforcement using ANPR technology at two key junctions, and to understand the potential impact on residents, businesses, and road users.
