Purpose: Purpose: The purpose of this decision is to authorise the publication of a Transparency Notice (TN) and the entry into an associated planning services agreement in relation to Bath Western Riverside (BWR) Phase 2. This decision builds on the authorities granted under Decision E3168, which approved land acquisition, funding agreements, and enabling infrastructure necessary to unlock the site, and on the 2024 ODD confirming the Council’s intention to enter into a series of contractual arrangements, including the Remediation and Enabling Works Agreement (REWA). The BWR Phase 2 site is owned separately by the Council and St. William (Berkeley Group) and the 2022 Land Swap Agreement, and Neighbourly Deed collectively enabled a co-ordinated approach to bring forward the site. This collaboration has since been strengthened through joint remediation and enabling works delivered under an extension to the Homes England HIF agreement and the REWA in 2025, ensuring a single, consistent remediation strategy. To progress the planning application required under the HIF programme, the Council intends to appoint St William as Development Manager and procure the consultant team needed to prepare the planning submission. Approximately £2.5 million has been allocated to fully fund the planning process within existing resources. This forms part of the Council’s long-term ambition to regenerate this brownfield site and deliver 30% affordable housing across BWR Phase 2.
