Content: 1. that Cabinet note the progress made to date in regularising the HMO sector, and the evidence set out in the report in relation to the growth and spatial distribution of Houses in Multiple Occupation in the Borough; 2. that Cabinet authorise the Director (Environment) in consultation with the Leader and Cabinet Member for Planning to take all necessary steps to commission a comprehensive evidence base to support the making of an Article 4 Direction, and to agree, in principle, that a non-immediate Article 4 Direction is the preferred route, subject to the findings of the evidence base; and 3. that Cabinet delegates authority to the Director (Environment) in consultation with the Leader and Cabinet Member for Planning to progress with the production of a draft Direction and to undertake the necessary steps and consultation prior to the Direction being made.
