Content: Councillor Lesley McKay, Resources Portfolio Holder, Councillor Lynne Bowen, Leisure, Health and Community Engagement Portfolio Holder and Neil Turvey, Assistant Director of Property and Development Projects submitted a report outlining the plans for the redesign and refurbishment of the Waterfront Bar within Marine Hall and seeks approval for the capital expenditure required to deliver the scheme. Councillor Bowen introduced the item and noted that the project would make all the difference to the community. Neil responded to a question from Councillor Duffy regarding when the work would begin and the expected timeframe. Neil confirmed that he aimed to be on site for approximately six months, beginning around September and continuing through to March or April of the following year. Councillor Vincent responded to Councillor Duffy’s remaining questions regarding the impact of Local Government Reorganisation (LGR) on the funding allocated to the project, the contingency planning for potential rising costs due to LGR, and matters relating to the Wyre Lounge. He confirmed that, once the report was approved, the money would be allocated and that additional funding, should costs rise, would not be a concern in terms of spending restriction which will be imposed on local authorities as LGR progresses. Councillor Vincent responded to further questions from Councillors Duffy, Fail and Moliner regarding the Wyre Lounge and café, providing clarification on the issues raised. Decision Cabinet agreed: To approve the development plans and the capital expenditure required to complete the redevelopment of the Waterfront Bar currently estimated at £1,319,000 including a contingency of 10%, architects fees, CDM (Construction – Design and Management Regs 2015), structural surveys, mechanical engineering consultants fees, planning fees, asbestos removal and the purchase of new furniture and equipment. To approve the appointment of architects Cassidy & Ashton (C&A) to undertake a full project management consultancy service as set out in Appendix 1 – Below Threshold Direct Award Justification Report in accordance with the Exemptions to the Contract Procedures contained within the Financial Regulations and Financial Procedure Rules.
