Purpose: This report sought Cabinet approval for the adoption of the Thanet District Council Air Quality Strategy (2026–2031) for launch on Clean Air Day, 18 June 2026. The Strategy establishes a co-ordinated framework to maintain, protect, and improve air quality across the district. Although Thanet is in full compliance with national air quality objectives and revoked its final Air Quality Management Area (AQMA) in 2024, the strategy outlines proactive, preventative measures to safeguard public health and align clean air initiatives with climate change, planning, transport, and sustainable growth policies.

Content: This report sought Cabinet approval for the adoption of the Thanet District Council Air Quality Strategy (2026–2031) for launch on Clean Air Day, 18 June 2026. The Strategy establishes a co-ordinated framework to maintain, protect, and improve air quality across the district. Although Thanet is in full compliance with national air quality objectives and revoked its final Air Quality Management Area (AQMA) in 2024, the strategy outlines proactive, preventative measures to safeguard public health and align clean air initiatives with climate change, planning, transport, and sustainable growth policies. Cabinet agreed the following:   1.  To approve adoption of the Thanet District Council Air Quality Strategy (2026–2031);   2.  To note that the Strategy fulfils the Council’s duties under the Environment Act 1995 as amended by the Environment Act 2021;   3.  To support the continued cross-service and partnership approach to improving air quality and delivering wider environmental and public health benefits;   And further agreed the Overview and Scrutiny Panel recommendations detailed below:   4.  That there be further monitoring at the Port of Ramsgate;   5.  That the previous survey results should be made public. While Thanet currently benefits from good air quality, air pollution remains a significant national public health concern, particularly regarding fine particulate matter (PM2.5). The Strategy provides a structured framework that consolidates existing cross-departmental efforts and coordinates with external partners. Implementing this strategy demonstrates a proactive and preventative approach to environmental protection and public health, ensuring the Council continues to align with national policy guidance under the Environment Act 2021. Cabinet considered the alternative option of not adopting the Air Quality Strategy or treating it as a non-priority. This option was rejected because the Department for Environment, Food and Rural Affairs (Defra) recommends that councils produce such a strategy. Failing to adopt it would conflict with the Council’s Corporate Plan commitments to the health and well-being of its residents, and would increase the risk of failing to meet evolving statutory expectations.
