Content: To  approve the tender report in order to proceed to tender award for preparation works for the Rotherham Gateway Station Quarter Full Business Case.     ROTHERHAM METROPOLITAN BOROUGH COUNCIL   RECORD OF OFFICER EXECUTIVE DECISION   Date of Decision: 9th June, 2026 Title: 25-097 Mainline Station Transportation Consultancy: Tender Evaluation Report Decision Maker: (Including Job Title) Andrew Bramidge, Executive Director, Regeneration and Environment     Details of Specific Delegation   or   Delegation contained in the relevant Sub-Scheme of Delegation.   Key Decision – Cabinet REPORT TEMPLATE FOR CABINET & COMMISSIONER On the 9th February, 2026, Cabinet: Delegated authority to the Executive Director for Regeneration and Environment in consultation with S151 Officer and the Cabinet Member for Transport, Jobs and the Local Economy to prepare the Full Business Case, undertake any actions as necessary including procurement, and then submit to SYMCA for assurance and approval. The procurement of consultants constitutes the first step of preparing the Full Business Case. A further ODR will be prepared in order to submit the Full Business Case to SYMCA for assurance and approval.   Decision: To approve the tender report in order to proceed to tender award for preparation works for the Rotherham Gateway Station Quarter Full Business Case. Reasons for the Decision: To initiate the first step of preparing the Full Business Case for Gateway Station Quarter.   Details of alternative options considered and rejected: The Council could have considered not appointing consultants to commence the Full Business Case at this time. However, the Council does not have the expertise and internal resource to carry out the required works. As timescales are pressing, it is essential that the works commence as soon as possible to maintain the scheme programme.
