Purpose: To seek Cabinet approval to extend the term of the council’s current Gloucestershire e-scooter contract for a further period of 12-months and to also seek delegated authority to procure and award a contract for the provision of a new Gloucestershire-wide joint e-bike and e-scooter scheme.  

Content: To seek Cabinet approval to extend the term of the council’s current Gloucestershire e-scooter contract for a further period of 12-months and to also seek delegated authority to procure and award a contract for the provision of a new Gloucestershire-wide joint e-bike and e-scooter scheme.   Cllr Roger Whyborn sought Cabinet approval to extend the term of the council’s current Gloucestershire e-scooter contract for a further period of 12-months and to seek delegated authority to procure and award a contract for the provision of a new Gloucestershire-wide joint e-scooter and e-bike scheme.     Having considered all of the information, Cabinet noted the report and RESOLVED to:     1.              Approve a modification to the council’s Gloucestershire e-scooter Concession contract with Voi Ltd that will extend its term for a period of 12-months (commencing 1st July 2026) for the purpose of enabling the council to continue to participate in the UK Department for Transport’s (DfT’s) e-scooter Trial described in the main body of this report. 2.              Delegate authority to the Executive Director of Environment, Economy and Infra-structure, in consultation with the Cabinet Member for Sustainable Transport and Strategic Highways to:   (a) Conduct a competitive procurement process in respect of a concession contract for the provision of a Gloucestershire-wide joint e-scooter and e-bike scheme as described in this report. The proposed new contract shall continue for an initial period of 12 months commencing 1st July 2027 an option to extend its term for three further periods of one year each on its first, second and third anniversary (i.e. 1+1+1+1 years). (b) Award the above concession contract to the preferred tenderer. (c) Determine whether to exercise each of the above extension options subject to the Department for Transport’s future decisions regarding extending the UK e-scooter trial.
