Content: Surrender and regrant of leases and Service Level Agreements between the Council, Hampshire FA and Basingstoke Town Community Football Club to safeguard the club’s long?term presence in the town That Cabinet:   1)         Approve the early surrender of three long leases held by Hampshire Football Association over council owned land for a premium as set out in confidential Appendix 1 of the report.   2)         Approve the grant of a long lease of the Winklebury Stadium complex to Basingstoke Town Community Football Club together with a Service Level Agreement securing the delivery of existing obligations and agreed community benefits.   3)         Approve the subletting of a small part of the site to Hampshire Football Association, to enable compliance with grant obligations for continued community use.   4)         Delegate authority to the Director of Regeneration, in consultation with the Chief Finance Officer (Section 151 Officer), to finalise the heads of terms and all necessary legal documentation.   5)         Delegate authority to the Director of Regeneration, in consultation with the Chief Finance Officer (Section 151 Officer), to extend the term of the lease to Basingstoke Town Community Football Club if the Club repays (in whole or part) the £800,000 premium during the initial proposed 27 year lease term.   6)         Recommends to Council to note that the revenue funding requirements for the surrender of the leases by Hampshire Football Association will be included in the MFTS Update and Revenue Programme Outturn updated to Council in July 2026.
