Purpose: This report sets out the Leaderâs recommended response on behalf of the City Council to the letter from the Ministry of Housing, Communities and Local Government (MHCLG) dated 19 May 2026. The letter requested an informal response from each authority in Lancashire regarding the Structural Change Order that will be placed before Parliament later in the year after the Secretary of State has determined the new unitary authorities for Lancashire. MHCLG require responses by 16 June 2026, and have requested, where possible, a joint response between all local authorities in a county area. The Lancashire Chief Executives Group have prepared a detailed joint response for the Lancashire Leaders Group. The Leaders Group have considered the matter in considerable detail and agreed the joint response attached as Appendix A. In addition to the joint response, it is proposed that additional information on two areas of questioning, namely the number of elected members for the new authority and the proposed names be submitted separately from Preston and attached to our response.
