Purpose:

Content: 1.      To approve the appointment of Bidder A as preferred bidder and progress the site disposal. 2.      To approve the appointment of Bidder B as reserve bidders. 3.      To delegate authority to conclude negotiations, including terms of any land sale and contracts to the Director of Property and Planning to approve the final heads of terms and agree any overage payment (if required) to Lancashire County Council. 4.      To authorise the Head of Legal and Procurement to complete the necessary legal formalities. 5.      To note that the Council will retain ownership of the remaining eastern development parcel (approximately 2.4 acres), which is designated for future commercial and potential education use. Further feasibility work will be undertaken for this parcel, with the findings to be presented in a future report to Executive Cabinet for consideration.
