Purpose:
Content: Consideration was given to the NewcastleGateshead Local Plan report, which set out the proposed approach to preparing a new joint Local Plan with Newcastle City Council, reported progress to date, sought approval to issue the Notice of Intention and publish the Local Plan timetable, proposed governance arrangements to oversee plan preparation, and enabled early consultation, evidence development and delegated progression of the Plan through the statutory gateways before future reports back to Cabinet and Council ahead of submission for examination. RESOLVED: i) That the issuing and publication of the Notices of Intention by 30 June 2026, and progression through Gateway 1 by 31 October 2026, which commences the 30-month Local Plan preparation process, be approved. ii) That publication of the Local Plan timetable be approved. iii) That delegated authority be granted to the Strategic Director for Economy, Innovation and Growth and the Chief Legal Officer of Legal and Democratic Services, in consultation with the Portfolio Holder, to progress preparation of the Local Plan through the statutory gateways. iv) That the governance arrangements, including the establishment of a Joint Member Steering Group and a Joint Member Panel to oversee preparation of the Local Plan, be approved. v) That early scoping consultation in relation to the Communications and Engagement Strategy and the Scope of the Local Plan be approved. vi) That progression of the evidence base for the Local Plan be approved, and delegated authority be granted to the Strategic Director for Economy, Innovation and Growth, in consultation with the Portfolio Holder, to publish evidence studies and assessments. The above decision was made for the following reasons: a) To progress the development of Gateshead’s Local Plan as required by government policy and statutory obligations under the Planning and Compulsory Purchase Act 2004, the Localism Act 2011 and the Town and Country Planning (Local Planning) (England) Regulations 2026.
