Purpose:

Content: Approve additional capital funding of £0.750M to meet the funding shortfall identified through the tender process, the funding is made up from Surplus non ringfenced funding on completed transport schemes, one-off power gainshare payment from Enfinium and other minor capital budget virements. Notes the works are required on health and safety and environmental compliance grounds. Notes that works are scheduled to commence from July 2026.   There is the urgent need to progress the drainage works without further delay. The works are necessary to address significant operational and compliance risks associated with the site. Deferring the award of the contract in order to observe the full notice period would unacceptably prolong those risks and could adversely affect the continued delivery of the service.   The works are required to ensure compliance with Environmental Permit requirements and to address identified health and safety risks associated with inadequate drainage and fire water containment. These sites include Smithies Lane, West Street and Nicholas Lane.
