Purpose:

Content: The Cabinet had before it a report * from the Deputy Chief Executive (S151) presenting the Revenue and Capital outturn figures from the financial year 2025/26 for both the General Fund (GF) and Housing Revenue Accounts (HRA)   The Cabinet Member for Governance, Finance and Risk outlined the contents of the report with particular reference to the following:   RESOLVED that:   1.     The Outturn achieved in 2025/26 which showed a net under spend of £67k (0.47% on the Net Total Expenditure Budget) for the General Fund, and for the Housing Revenue Account an overspend of £852k (6.41% on the Total Direct Expenditure Budget) be NOTED.   2.     General Fund   a)    The Net Transfers to or from Earmarked Reserves for operational purposes of £1,797k, as detailed in the General Fund Service Budget Variance Reports shown in Appendix 1a and 1b and summarised in Appendix 3 be APPROVED.   b)    The balance transfer of the £67k General Fund underspend to the General Reserve, increasing the balance held to £2,092k; above the minimum recommended level of £2,000k be APPROVED.   3) Housing Revenue Account   a)    The £852k Housing Revenue Account overspend to be offset with a draw from the ring-fenced HRA Housing Maintenance Earmarked Reserve be APPROVED.   b) Approve the draw of £10,145k from the ring-fenced HRA Earmarked Reserves to meet the funding requirement for the HRA Housing Development Scheme, as summarised in Appendix 3 be APPROVED.   c) The updated position on the Housing Rents error recovery programme in paragraph 5.9 be NOTED.   4) The slippage of £18,320k from the 2025/26 Capital Programme to be delivered in 2026/27 or later years as shown in Appendix 4 be APPROVED.   5) The procurement waivers and direct awards via frameworks used in Quarter 4 of 2025/26, as outlined in Section 8 be NOTED.   Note: * Report previously circulated.
