Purpose: This report presents consideration of the objections received following statutory consultation on the proposed TRO amendment to extend Zone H to include Dixwell Road (south of Sandgate Road), Cliff Road, Metropole Road East and West, and The Leas (between Earls Avenue and Metropole Road West).
Content: This report presents consideration of the objections received following statutory consultation on the proposed TRO amendment to extend Zone H to include Dixwell Road (south of Sandgate Road), Cliff Road, Metropole Road East and West, and The Leas (between Earls Avenue and Metropole Road West). DECISION: 1. To receive and note Report C/26/08. 2. That officers proceed with the making of the proposed amendment TRO, and implement the associated changes at the earliest opportunity. 3. That, in light of the representations received, the operational hours for the restrictions along the section of The Leas be amended to 11am to 5pm, all days. 4. That the new restrictions are subject to an operational review 18 months after implementation. Reasons for decision: The Cabinet Member for Transport is asked to agree the recommendations set out below because: Overall, the parking changes will deliver a well-balanced and equitable outcome, ensuring fair consideration for residents, visitors and businesses. They will significantly improve parking availability and accessibility for residents, allowing them to park more conveniently near their homes, without overlooking the requirements of other users. They will improve traffic flow and road safety by reducing obstructive parking and supporting more orderly vehicle movement. Seasonal charges from April to September will discourage long stay parking by non-permit holders, improving access for visitors, including free parking for Blue Badge holders in shared use spaces. Most residents living on these roads have expressed strong support for introducing parking controls.
