Content: 4.1        The Committee considered a report by the Executive Director of Law, Assurance and Insight on two changes to the Constitution for recommendation to the County Council: firstly, to clarify the rules in Standing Orders relating to points of order and personal explanation; and secondly, to change overarching responsibility for the production of the Annual Governance Statement from the Regulation, Audit and Accounts Committee (RAAC) to the Governance Committee (copy appended to the signed minutes).   4.2        The Executive Director of Law, Assurance and Insight commented that the change in relation to the Annual Governance Statement will give the Governance Committee the role of developing the Statement and monitoring the action plan, in line with its responsibility for the Council’s governance arrangements, but that RAAC will still see the Statement as part of the annual accounts process.   4.3        Cllr Dennis, a former Chair of RAAC, expressed support for the proposal as although the Annual Governance Statement is part of the consideration of the annual statement of accounts, it makes more sense for it to be the responsibility of the Governance Committee.   4.4        Resolved –   That the following changes to the Constitution be endorsed for recommendation to the County Council in July:   (1)         Amendments to Standing Orders clarifying the rules relating to points of order and of personal explanation, as set out at paragraph 2.1 of the report; and   (2)         Amendments to the terms of reference of the Governance and Regulation, Audit and Accounts Committees, relating to the Annual Governance Statement, as set out in Appendix 1 to the report.
