Purpose:

Content: The Director of Housing presented a report seeking approval to reshape Housing Property Services (HPS) in order to strengthen capacity, capability and resilience across the service and support delivery of excellent services to council tenants.   A major HPS transformation programme had been underway since early 2024 and the structure and establishment of HPS had not changed for several years with some job descriptions over ten years old.   In recent years, and in anticipation of the reshape, several posts in the original establishment had become vacant and not filled, and there were various interim working arrangements, secondments and agency-covered functions.   The key outcomes required from the reshape were;   ·        Dedicated roles for people and performance management ·        More flexibility and cooperation between teams to direct resources to priority areas ·        Dedicated resources for complaints and customer care ·        Stronger financial management ·        Job descriptions updated and re-evaluated to reflect new requirements   The current structure for HPS was attached at Appendix A to the officer’s report, and a proposed revised structure was shown at Appendix B to the officer’s report. The proposal had been developed following extensive consultation and engagement with the team and trade unions, and to ensure the required outcomes could be delivered.   The benefits of the proposed structure were detailed at paragraph 4.16 of the officer’s report.  Overall, the proposed structure strengthened the service’s ability to deliver, better outcomes for tenants, improved performance and responsiveness, and stronger regulatory compliance and assurance.   *RESOLVED –   1.   That the proposed new structure and job descriptions for Housing Property Services, as set out in Appendices B and C of the officer’s report, be approved.   2.   That the additional employee budget required to implement the new structure, as set out in the financial implications section of the officer’s report, be approved.   3.   That the Director of Housing be authorised, in conjunction with the Head of Housing Property Services, to implement the recommended changes to the structure, roles and accountabilities of the service.   4.   That authority be delegated to the Director of Housing, in consultation with the Director of Digital, HR and Customer Services, the Director of Finance and the Cabinet Member for Customers and Business Transformation, to make further minor revisions to the structure and job descriptions if required, subject to compliance with HR policies and procedures, and subject to containment within the employee costs that have been set out in the financial implications section of the officer’s report.   REASON FOR DECISIONS   To ensure the Housing Property Service has the right capacity, leadership, technical capability and customer focus to deliver safe, responsive and high-quality services to tenants, support the Council’s regulatory improvement plan, and progress the ambition to achieve a C1 consumer standard compliance rating.
