Content: That the Cabinet Member: a) notes the consultation responses received in relation to: the Worthing Green Infrastructure SPD; the Biodiversity Net Gain Technical Advice Note the Urban Greening Technical Advice Note b) notes the officer consideration of representations as set out within Appendix A – Consultation Response Schedule c) approves the amendments identified within Appendix B – Schedule of Amendments Following Consultation d) adopts the Worthing Green Infrastructure SPD e) jointly adopts with Adur District Council: the Biodiversity Net Gain Technical Advice Note; the Urban Greening Technical Advice Note f) authorises publication of the adopted documents and associated consultation material. g) delegates authority to the Head of Planning to make any minor, non-material, editorial, typographical, formatting, grammatical, cross-referencing and presentational amendments to the adopted documents and supporting appendices prior to publication, provided that such amendments do not materially alter the substance, intent or policy position of the documents. I am pleased to support and adopt the Worthing Green Infrastructure SPD and jointly adopt with Adur District Council the Biodiversity Net Gain Technical Advice Note, Urban Greening Technical Advice Note and associated supporting documents. The documents provide clear guidance to support the delivery of adopted planning policies and will help ensure a consistent approach to green infrastructure, biodiversity and urban greening across Worthing. I am satisfied that the consultation responses have been properly considered and that the amendments made strengthen the documents and their practical application. · Not adopting the documents. · Delaying adoption pending future changes to national planning policy or legislation. · Adopting the documents without incorporating amendments arising from consultation responses. These options were not considered preferable as they would provide less clarity for applicants and decision makers and would reduce the effectiveness of the guidance framework.
