Purpose:

Content: This decision proposes to vary the existing MRI Housing System Contract to incorporate the MRI Community Safety Platform. The current contract with MRI runs until April 2030, we are proposing to sign the contract with a start date of 1 August 2026.   The total cost of the MRI Community Safety Platform per annum is £17.8k, which equates to a total cost of £65.2k over the remaining years of the contract. Our current approach to managing Anti-Social Behaviour (ASB) is split across two separate departments: the Tenancy Services team and the Community Safety team. These teams do not share a common platform for recording interactions or tracking case progress. Consequently, officers are forced to store information across fragmented Google Drive folders and spreadsheets.   Furthermore, tenants currently have no dedicated platform to report ASB directly. Reports must be made via the contact centre or through email, both of which are only monitored during standard business hours. This creates a significant barrier for residents reporting incidents in real time.   The existing housing management system lacks the functionality required for robust case management; it cannot ensure that ASB cases are documented in a format that can be seamlessly exported into a legal case file. This disjointed process hinders accountability and makes data collection or analysis nearly impossible.   In recognition that our current approach to management of ASB is insufficient and that we incorporated the option to purchase this Antisocial Behaviour and Domestic Abuse case management MRI Safer Communities within the existing Housing System contract in 2025. We therefore propose we exercise our right to access this platform within our contract   The MRI Community Safety Platform will:   1.    Better support our community - It will make our service available at all times with a self-service portal. 2.    Save time & resources - It consolidates all our case management data into one comprehensive system to save time and improve our team’s workflow. 3.    Meet changing sector requirements - We will have confidence we are investing in a solution that will be as useful tomorrow as it is today. No other option has been considered as we are in contract with the current provider to deliver the digital housing system until 2030. The option to vary our contract to access the Community Safety Platform was incorporated within our current contract.
