Purpose: The purpose of this report is to seek approval in accordance with Contract Procedure Rule 6.5.2(i) for the award of contract to Place Informatics Ltd for Town Centre Footfall and Visitor Data from 1st July 2026 to 30th June 2027 including options to extend for a further period of time up to a maximum of 24 months in aggregate, to 30th June 2028.   The reason for the decision is that a compliant procurement exercise has been undertaken in accordance with Contract Procedure Rule 6 and the most advantageous bid has been identified.  

Content: The purpose of this report is to seek approval in accordance with Contract Procedure Rule 6.5.2(i) for the award of contract to Place Informatics Ltd for Town Centre Footfall and Visitor Data from 1st July 2026 to 30th June 2027 including options to extend for a further period of time up to a maximum of 24 months in aggregate, to 30th June 2028.   The reason for the decision is that a compliant procurement exercise has been undertaken in accordance with Contract Procedure Rule 6 and the most advantageous bid has been identified.   (i)       That, in accordance with Contract Procedure Rule 6.5.2 (i) a contract be awarded to Place Informatics Ltd for Town Centre Footfall and Visitor Data from 1st July 2026 to 30th June 2027 including an option to extend for a further period of time up to a maximum of 24 months in aggregate, to 30th June 2028.   (ii)       That, the Procurement Team be authorised to make the necessary arrangements for the issue of the relevant contract documentation.   Do Nothing/Not Award: This option was considered and rejected due to a requirement for footfall and visitor data to inform the Council’s town centre management and regeneration projects.
