Purpose:
Content: To note the contents of this report and authorise the Service Director for Place & Economy to place an order for works under an existing Measured Terms Contract with JT Mackleys & Co Ltd. To authorise the Service Director for Place and Economy to enter into a contract with HOP Consulting Ltd. To note the financial section of this report and note that estimates for the value of both contracts are circa £550,000.00. To note the matters which may cause the estimated contract sums to vary and to further authorise a variation to the estimated contract sum if it becomes necessary based on reasonable evidence and supporting documentation, providing the variation is in consultation with the Cabinet Members and within the approved capital budget. WBC Cabinet Member for Economy & Regeneration: Worthing Pier is one of our town's most important heritage assets and an iconic part of our seafront. It plays a central role in Worthing's coastal heritage, supports our local economy, is home to successful local businesses and is enjoyed by thousands of residents and visitors every year. The temporary repair following the structural damage in 2024 ensured the pier could safely remain open, but it was always intended as a temporary solution. It is now right that we move forward with a permanent repair and I am satisfied that the recommended approach provides the best balance of engineering, heritage, value for money and practical considerations, while ensuring the works can be delivered within the approved capital budget. ADC Cabinet Member for Economy & Regeneration: Although Worthing Pier is a Worthing Borough Council asset, it is an important heritage landmark and a significant contributor to the wider visitor economy shared across Adur and Worthing. I welcome the careful work undertaken to identify a permanent engineering solution following the temporary repairs completed in 2024. Having considered the report, I am satisfied that the recommended approach provides a robust and deliverable long-term solution which protects this important heritage asset, supports local businesses and visitors, and represents an appropriate use of the approved capital budget. WBC Cabinet Member for Economy & Regeneration: I considered the alternative repair options set out in the report, together with the option of delaying a decision while further work was undertaken. Having considered the advice and evidence presented, I am satisfied that the recommended solution provides the most appropriate and deliverable long term repair. Delaying the works would unnecessarily prolong reliance on a temporary repair and defer the long term protection of Worthing Pier. ADC Cabinet Member for Economy & Regeneration: I have considered the alternative repair options and the option of delaying implementation. On balance, I support the recommended approach as the most appropriate means of securing the long-term future of Worthing Pier while avoiding unnecessary reliance on the existing temporary structure.
