Purpose:

Content: Cabinet has considered and reviewed the report and associated appendices, and has approved the recommendations set out below.   General Fund (GF): Revenue   (a)  to note the provisional General Fund revenue outturn for 2025/26, as summarised in Appendix A.   (b)  to note the key factors contributing to the underspend in the provisional 2025/26 General Fund revenue outturn, including the explanations provided for variances against the revised 2025/26 revenue budget.   (c)  to approve the carry forward of £34,470 in respect of General Fund revenue projects not completed during the year as originally planned.   GF: Review of Reserves   (d)  to note the movement in reserves for 2025/26 as detailed in Appendix B, and the estimated reserve balance of £38.169 million as at 31 March 2026.   GF: Capital   (e)  to note the provisional 2025/26 General Fund Capital outturn of £15.855 million.   (f)   to note the General Fund Capital Programme schemes as set out in Appendix C.   (g)  to approve the carry forward of £0.351 million in respect of General Fund capital projects, primarily arising from programme slippage.   (h)  to note that a comprehensive review of the Capital Programme will be presented to Cabinet at its November 2026 meeting, including the re-phasing of the existing programme and consideration of new capital bids for the next budget cycle.
