Purpose: The City Council is delivering a number of active travel and public realm schemes under its Levelling Up Fund (LUF) and Towns Fund programmes (now called the Local Regeneration Fund by the Ministry of Housing, Communities and Local Government (MHCLG)).     As part of delivering these works various legal highway agreements are required to be entered into between the City Council as project deliverer and Lancashire County Council (LCC) as highway authority.   This report seeks approval to enter into a Section 278 highway agreement with LCC to enable works to be carried out on the highway to support the delivery of the Active Travel North–South Cycle Link scheme which is a cycle/ pedestrian and public realm improvement scheme relating to Friargate South.
