Purpose:

Content: The recommendations were moved by Councillor Louise Gittins and seconded by Councillor Laura Crane.   RESOLVED:   That:   a)    the membership of the Combined Authority Board as nominated by the constituent authorities be noted;   b)    effect be given to the nominations provided by the constituent authorities and members and substitute members be appointed to the Audit and Governance Committee;   c)    authority be delegated to the interim Monitoring Officer in consultation with the Chair and Vice Chair to appoint the independent person on the Audit and Governance Committee following completion of a fair and robust recruitment process;   d)    the independent member for Audit and Governance, once appointed under the delegated authority, be appointed as Chair of the Audit and Governance Committee;   e)    effect be given to the nominations provided by the constituent authorities to appoint members and substitute members to the Overview and Scrutiny Committee;   f)     it be agreed that the Overview and Scrutiny Committee appoint an appropriate person as Chair, as defined in the Combined Authorities (Overview and Scrutiny Committees, Access to Information and Audit Committees) Order 2017 and the Local Democracy, Economic Development and Construction Act 2009, from among its appointed members;   g)    the appointments to the Outside Bodies for the municipal year 2026/27 be approved;   h)    the initial governance model for the Combined Authority for the foundation year to the election of a Mayor in May 2027 be agreed;   i)     the proposed constitutional amendments be approved.
