Content: RESOLVED:   That the Cabinet recommend to Full Council to:   1)    Authorise the publication and consultation of the Proposed Submission (Regulation 19) West London Waste Plan attached in Appendix A; 2)    Delegate authority to the Director of Planning and Sustainable Growth (as Chief Planning Officer) to, in conjunction with other participating boroughs: a.    Make minor modifications to the Proposed Submission (Regulation 19) West London Waste Plan and accompanying documents before consultation launch; b.    Suggest any necessary proposed modifications to the West London Waste Plan and accompanying documents as well as undertaking any associated consultation required throughout the examination process to ensure that the West London Waste Plan can be found sound by the Planning Inspector; and c.    Make minor modifications to the Proposed Submission (Regulation 19) West London Waste Plan and accompanying documents following consultation and submit these documents under Regulation 22 to the Secretary of State. 3)    Endorse that the Proposed Submission (Regulation 19) West London Waste Plan to be used for development management purposes in determining planning applications related to waste management development, with appropriate weight given in accordance with paragraph 49 of the National Planning Policy Framework.   Reasons for decision   The Cabinet Member for Planning, Housing and Property introduced a report on the proposed Regulation 19 consultation for the draft West London Waste Plan. It was explained that the plan had been developed collaboratively with neighbouring West London boroughs to ensure a coordinated and effective approach to waste management across the sub - region.   The draft plan had been supported by extensive joint working and independent testing to ensure it was robust, deliverable and capable of meeting future waste capacity needs. It was noted that the potential expansion of Heathrow Airport remained an area of uncertainty and had not been incorporated at this stage, with the plan to be revisited if required.   The Cabinet Member advised that for Hillingdon, the proposed sites remained unchanged from the existing plan, with previously considered additional sites having been discounted as unsuitable.   The Leader of the Council highlighted the importance of the plan, noting that although it operated largely in the background, it had a direct impact on residents. He confirmed that the recommendations, if agreed, would be referred to full Council. The Corporate Director of Residents Services advised that the programme remained on track to meet government deadlines.   Cabinet noted the report and approved the recommendations.   Alternative options considered and rejected   Not proceeding was rejected as it would have delayed an up-to-date Waste Plan, weakened planning decisions across West London, risked missing the required deadlines, and potentially required restarting the plan process.   Relevant Committee Corporate Resources & Infrastructure Expiry date for any scrutiny call-in / date decision can be implemented (if no call-in) Not for call-in, as a policy framework document that will ultimately be considered by the full Council. This decision takes immediate effect.
