Purpose:
Content: RESOLVED That the Cabinet: 1) Approves the draft document attached as Appendix 1 as the council’s Scoping Consultation for the Hillingdon Local Plan. 2) Approves the proposed 6-week period of public consultation on the Scoping Consultation document. 3) Delegates authority to the Director of Planning and Sustainable Growth, in consultation with the Cabinet Member for Planning, Housing and Property, to make any necessary editorial amendments and minor material changes to consultation content prior to consultation. Reasons for decision The Cabinet Member for Planning, Housing and Property introduced a report seeking Cabinet approval to undertake a public scoping consultation on the Local Plan, in line with statutory requirements. The consultation was described as an important early stage in preparing residents, businesses and stakeholders to consider how Hillingdon should grow and develop in future. The Cabinet Member explained that the consultation would seek views on land that should be considered through the Local Plan process, as well as how residents and community groups wished to be consulted at later stages. The scoping report also set out the key challenges, opportunities and ambitions for the Borough, including supporting healthy and active lives, access to green spaces and culture, sustainable growth, good quality affordable homes, education and employment opportunities, and independent living. The Cabinet Member advised that the Local Plan was also linked to the wider Hillingdon Growth Plan, recognising the Borough’s population and business growth. The consultation covered a broad range of topic areas, including vision and objectives, spatial strategy, design, housing, social infrastructure, economy, heritage, green infrastructure, sustainable infrastructure and transport. Subject to approval, the consultation would run from 9 July to 21 August, with a further main consultation anticipated later in the year. The Leader of the Council outlined the significance of the Local Plan in shaping Hillingdon for future generations and attracting investment for residents and businesses. The Corporate Director of Residents Services confirmed that significant preparatory work had been undertaken over the previous 18 months and that officers were ready to proceed. Cabinet approved the consultation. Alternative options considered and rejected Not updating the Local Plan was rejected as it would have risked Government intervention, weakened planning control and appeals defence, and failed to meet legal requirements, while the scoping stage posed no risk to current decision-making.
