Content: RESOLVED:   That Cabinet:   1)    Note the Annual Performance Report for 2025/26, as attached in Appendix 1   2)    Note that it will also be presented to the Audit, Finance & Performance Committee in discharging its overview and scrutiny role.   Reasons for decision   The Deputy Leader of the Council and Cabinet Member for Corporate Services, Digital and Transformation introduced the 2025/26 annual performance report, which provided a transparent overview of the Council’s performance and reinforced its commitment to putting residents first and scrutiny.   The Cabinet Member advised the report highlighted strong outcomes across a range of services, with Hillingdon continuing to outperform London averages in key areas including highways maintenance, recycling, early years provision and adult social care. It was noted that the Council maintained low council tax and fees, while delivering good value for money, and had achieved significant results in areas such as counter fraud activity, housing repairs and planning performance.   The report also acknowledged ongoing challenges, particularly in relation to homelessness, SEND demand, adult social care and anti?social behaviour. The Cabinet Member emphasised that the report would help shape future priorities and support continuous improvement.   The Leader of the Council welcomed the report, noting the balance between strong performance and recognition of challenges, and congratulated the Deputy Leader on presenting his first report in the role.   The Chief Operating Officer added that performance was subject to regular and detailed monitoring through the Council’s framework, using real?time data alongside financial performance to ensure focus on priority areas and to support future planning.   Cabinet noted the report and agreed the recommendations.   Alternative options considered and rejected   None, as it was good business practice to report performance to decision-makers.   Relevant Committee Audit, Finance & Performance Expiry date for any scrutiny call-in / date decision can be implemented (if no call-in) Not for call-in.
