Purpose:   Following his re-election in May 2026, the Executive Mayor has a renewed mandate to accelerate Croydon's recovery, raise standards and deliver the priorities that matter most to residents. Over the last four years, the Council has taken significant steps to address historic financial and governance challenges, improve services and restore stability. With these foundations now established, the focus of the Executive Mayor's second term is on accelerating delivery, raising standards and ensuring residents see tangible improvements in their neighbourhoods.    The First 100 Days Plan is the first stage in delivering the Executive Mayor’s refreshed Business Plan 2026–2030. It translates the Executive Mayor’s long-term vision into immediate action, focusing on the issues residents care about most: cleaner streets, safer neighbourhoods, stronger town centres, better roads and more responsive services. By delivering visible improvements from the outset, the Plan will build confidence, restore civic pride and demonstrate the Council’s commitment to focusing on the things that matter most to residents.   Together, the First 100 Days Plan and the Executive Mayor’s Business Plan provide a clear roadmap for the next four years, combining disciplined financial management with a strong focus on delivery, accountability and better outcomes for residents. Through robust programme management and transparent performance reporting, the Council will monitor progress against agreed milestones and ensure accountability for delivery. Cabinet is asked to note the First 100 Days Plan and the arrangements for overseeing its implementation, supporting the Executive Mayor's aspiration to create a cleaner, safer, greener and more prosperous Croydon where residents can once again feel proud of the place they call home.

Cabinet is asked to note the First 100 Days Plan and the arrangements for overseeing its implementation, supporting the Executive Mayor's aspiration to create a cleaner, safer, greener and more prosperous Croydon where residents can once again feel proud of the place they call home.   For the reasons set out in the report, the Executive Mayor and Cabinet AGREED to:   2.1.       Note the Executive Mayor's First 100 Days Plan, attached at Appendix 1.   2.2.       Endorse the strategic direction and priorities set out in the First 100 Days Plan, noting that implementation of individual actions will be subject to compliance with the Council’s constitutional, financial, procurement and statutory requirements, and will be brought forward for decision where required.   2.3.       Delegate authority to the Chief Executive, in consultation with the Executive Mayor, to make minor or operational amendments to the plan where necessary to support effective delivery.
