Purpose: This report sets out recommendations from Scrutiny for the consideration of Cabinet. These recommendations originate from the meetings of the Homes Sub-Committee on 5 November 2025, Scrutiny & Overview Committee on the 18 November 2025, 10 February 2026 & 24 March 2026, the Streets & Environment Sub-Committee on 27 January 2026 & 23 March 2026, and the Health & Social Care Sub-Committee on 3February 2026 & 17 March. Scrutiny’s recommendations highlight potential opportunities for the Council to enhance monitoring and evaluation of delivered work, and to find more equitable funding solutions. Should these recommendations be taken forward, they could help deliver on the priorities in the Executive Mayor’s Business Plan, including balancing the Council’s books, delivering sustainable services, and promoting good governance (Outcome 1, Priorities 1 and 4), that Croydon is a cleaner, safer and healthier place, a borough we’re proud to call home (Outcome 4, Priorities 3, 4 & 5), and that people can lead healthier and independent lives for longer (Outcome 5, Priorities 1 and 2).

For the reasons as set out in this report and appendices, the Executive Mayor and Cabinet AGREED to: 1. Receive the recommendations arising from the meeting of the Homes Sub-Committee on 5 November 2025 (Appendix 1), Scrutiny & Overview Committee on 18 November 2025 (Appendix 2), the Streets & Environment Sub-Committee on 27 January 2026 (Appendix 3), the Health & Social Care Sub-Committee on 3 February 2026 (Appendix 4), Scrutiny & Overview Committee on 10 February 2026 (Appendix 5), the Health & Social Care Sub-Committee on 17 March 2026 (Appendix 6), the Streets & Environment Sub-Committee on 23 March 2026 (Appendix 7), and the Scrutiny & Overview Committee on 24 March 2026 (Appendix 8). 2. Provide a substantive response to the recommendations (a Scrutiny Stage 2 Report) at the Cabinet meeting on 22 July 2026.
