Purpose: 1.1 This report provides the Council’s year end position for the revenue and capital budgets for the 2025/26 financial year, and the impact on both the General Fund and Housing Revenue Account (HRA) level of general balances. 1.2 Where there have been significant variations between budget and the actual forecasted position for each service, explanations have been provided within the appendices.

(ii)   That the Housing Revenue Account capital programme carry-forwards from the 2025/26 financial year be approved.
