Purpose: a proposal for the procurement process to secure a framework for capital programme works and other property related contractors

Content: RESOLVED That the Cabinet:   ·       Approves the Strategic Procurement Plan in confidential Appendix A. ·       Delegates authority to the Executive Director of Place, in consultation with the Cabinet Member for Adults, Economy and Regeneration, to o   award and enter into a Capital Works Framework with the successful tenderers following completion of the procurement process o   re-award the Capital Works Framework to new suppliers when there are new openings in the existing framework period of 8 years o   approve project call?offs in accordance with the framework terms and Council governance arrangements via its contract standing orders.     The Council must maintain the ability to deliver its capital programme in a safe, compliant and timely manner across its estate and public realm, in accordance with statutory, contractual and governance obligations.    The Strategic Procurement Plan sets out how the proposed Capital Works Framework will meet the Council’s value for money and transparency objectives through a compliant competitive procurement process and a strengthened commercial model, providing improved cost certainty and assurance.    The establishment of a framework will ensure service continuity and consistent quality by providing access to a pre?qualified supply chain, reducing procurement lead?in times and enabling earlier contractor engagement on individual projects.   The framework will support improved risk management and delivery performance by standardising contract terms, performance management arrangements, and reporting requirements across capital projects.   The Council seeks to maximise diversity and inclusion, sustainability and social value outcomes through its procurement activity. The framework specification embeds requirements relating to:   carbon reduction and sustainable construction practices; efficient use of resources and whole?life cost considerations; delivery of measurable social value, including apprenticeships, local employment, and supply?chain opportunities for Small and Medium Enterprises and Voluntary, Community and Social Enterprises; and engagement with local communities and alignment with wider Council priorities.   The cabinet could decide:  • to endorse the recommendations to cabinet as set out in the panel’s report,  • to endorse the recommendations in part, • to suggest that further work be undertaken recognising that this would delay the panel’s next piece of work, • to note the panel report.
