Content: 12.1 The Committee considered a report on the Risk Outside the Home (ROTH) Strategy and considered its implementation across partner organisations. It was noted that children could be exposed to harm in community contexts outside the family home. The Committee's oversight was recognised as being essential to ensuring a shared understanding of the risks, alignment of policy and practice, and the provision of appropriate resources. The presentation of the strategy supported the development of coordinated multi-agency responses and strengthened the local approach to identifying, preventing and disrupting extra-familial harm. 12.2 RESOLVED UNANIMOUSLY: That Education, Children and Families Policy Committee:- a) Notes and supports the implementation of the strategy. 12.3 Reasons for Decision 12.3.1 This report is for noting not a decision. 12.4 Alternatives Considered and Rejected 12.4.1 The main alternative considered had been to continue responding to risks outside the home through existing single-agency or case-by-case arrangements, rather than through a shared citywide strategy. However, this option was not preferred as it could lead to inconsistency, missed opportunities to identify patterns of harm, and less coordinated responses across services. A further alternative considered had been to delay implementation until additional local arrangements were developed. This was not considered appropriate given the need for a clearer and more consistent multi-agency approach to preventing, identifying and responding to extra-familial harm. It was therefore concluded that the proposed strategy represented the strongest option for improving partnership working, clarifying responsibilities and supporting earlier intervention
