Purpose:

Content: To approve the appointment of a contractor for the design and build of South Holmes Play Area and Open Space Renewal.   To approve the award of the required contract (‘the contract’) to the contractor identified and at the cost outlined in the exempt appendix.   To delegate authority to the Director of Communities, in consultation with the Head of Legal and Democratic Services, to finalise the terms and conditions of, and to approve the entering into of, the contract.   South Holmes Play Area is predominantly wooden, is very well used and is currently taking a lot of regular maintenance to keep it going as it is over 26 years old. It contains some large structures which need to be replaced for safety. It is a key neighbourhood play area in Roffey South and is located on the edge of Leechpool and Owlbeech Woods.   The main purposes of the renewal are to ensure that the play area (1) meets required safety standards, (2) has good play value, (3) provides activities and interest for children of all abilities including children with disabilities and neurodiverse children, and (4) provides opportunities for children to experience controlled risk.   The benefits to the Council are (1) reduced risk of accidents occurring on an older play area and (2) reinforcing the Council’s reputation for providing good quality, inclusive play facilities.   Renewal works will comprise the creation of a natural play space that reflects the woodland environment and will include the replacement of existing play equipment with new improved equipment/features as well as new safety surfacing.   Do nothing and just patch up the existing equipment and surfacing. This was rejected because (1) given the age of the equipment there is increased risk of a failure in the equipment resulting in an injury to a member of the public and (2) the lack of investment in the play area means declining visits by the public and an increase in anti-social behaviour.   Other contractors were considered but were rejected as part of the procurement process.   None
