Purpose:

Content: Resolved – That   1.  the current allocations of projects detailed in Appendix 1 of the report be noted;   2.  the Director of Capital Projects and Assets be authorised to enter into negotiations and finalise and agree heads of terms for the acquisition by the Council of the leasehold interest of Dominick House, Liscard on the basis of the costings as set out in the exempt Appendix 3.   3.  the Birkenhead Park project be included within the Local Regeneration Fund portfolio, with an allocation of £2,000,000 in grant funding;   4.  there be an increase in allocation of grant funding for the Conway Street/Europa Boulevard/Charing Cross/Grange Road project from £11,623,303 to £12,123,303 (an increase of £500,000);   5.  a further report be brought back to this Committee urgently in relation to the International Battle of the Atlantic and Make Hamilton projects providing further information about the risks and benefits of the projects informed by a prior workshop.   6.  the Chief Executive be authorised, in consultation with the Chair and Spokespersons of this Committee, to:   a.  include the Duke Street Public Realm project and Pacific Road Studios within the Local Regeneration Fund portfolio, with grant funding to be allocated subject to the submission and approval of a detailed cost plan, a deliverable programme, and a monitoring and evaluation framework demonstrating value for money and outcomes; and b.  award additional grant funding up to the full value of the schemes, subject to any underspend identified across the programme and subject to the same conditions   7.  the Director of Capital Projects and Assets be authorised to approve the necessary contractual arrangements relating to recommendations 2 and 3 in line with approved budget allocations; and   8.  the Head of Legal Services be authorised to finalise the necessary legal documentation arising from the above decisions.
