Purpose: Securing capital investment to support the introduction of additional school places.
Content: 1. Approved the allocation of £725,000 from the approved capital budget Secondary school Expansion Programmes to the budget for works at Aldersley High School. 2. Approved the allocation of £1.0 million from the approved capital budget Secondary school Expansion Programmes to the budget for works at Moreton School. 3. Approved the Council entering into a Grant Agreement with Amethyst Academies Trust in respect of Aldersley High School. 4. Approved the Council entering into a Grant Agreement with Amethyst Academies Trust in respect of Moreton School. 5. Approved St Matthias to admit above PAN by 15 places for September 2026. 6. Approved Bilston CE Primary to admit above PAN by 30 places for September 2026. 7. Noted, the cost of the schemes at Aldersley High School and Moreton School will be met through the existing capital Secondary School Expansion Programme budget. This budget is fully funded from the Basic Need Capital Allocation grant and therefore there is no need for prudential borrowing. The current uncommitted funds from this budget are £7.8 million. 8. Noted, the increase in the Published Admission Number at St Matthias School for September 2026 will help ensure sufficiency of provision and can be achieved without the need for capital investment. 9. Noted, the cost of the scheme at Bilston CE Primary will be in the region of £150,000. This will be met through the existing capital Primary School Expansion Programme budget. This budget is fully funded from the Basic Need Capital Allocation grant and therefore there is no need for prudential borrowing. The current uncommitted funds from this budget are £15.5 million. The budget for this scheme will be secured via the Cabinet Report ‘Investing in Our City – Capital Programme Quarter 3 Review and Budget Strategy’. The report will be presented to Cabinet on 18 February 2026 with Council approval on 25 February 2026.
