Purpose: To request authority for Officers to enter into the necessary agreements with delivery partners and grant recipients, to ensure effective delivery of funded projects within required timescales.

Content: Record of Decision Resolved by the Chief Executive Officer   i)   That the projects to be delivered under the Pride in Place Impact Fund including their respective allocations, as set out in Appendix 1, be approved subject in each case to an acceptable grant funding agreement being completed.   ii)   That authority be granted to enter into an agreement with Mansfield CVS for the delivery and management of a Community Grant Fund (subject to consultation with Programme Delivery Board), with an allocation of up to £100,000 from the Pride in Place Impact Fund.   iii)   To retain a residual budget of £116,000 for further applications to be considered   iv)   That the Legal Services Manager be authorised to negotiate, finalise and     complete all necessary agreements and documentation required to give effect to the above.                   The recommendations are needed to ensure that the timely investment of PiP-IF resources is made into the most appropriate projects, utilising the most effective delivery methods within the restricted timeframes, while achieving the outputs and outcomes required by MHCLG     Do not accept the recommendations of this report. Failure to approve the proposed approach would limit the Council's ability to progress funding agreements and project delivery within the required timescales. Given the limited delivery period available, this could delay the allocation and commitment of funding, increase the risk of projects not being delivered, and potentially result in funding remaining unspent at the end of the programme. Any unspent funding may be subject to clawback by MHCLG. In addition, delays to programme delivery could adversely affect stakeholder confidence and the Council's reputation as an effective delivery partner.
