Purpose: To ensure compliance during the absence of the Fleet Manager

Content: To pay an Honorarium for undertaking additional duties to Employee 015237 undertaking Post ETW15 for a period of three months from 1 June 2026, with an option to expend for a further three months if required.   The incumbent of post DTW17 is not able to attend work for a number of weeks, the exact timescale cannot be evaluated at this time. Backfilling arrangements via an agency are being arranged, however the candidate will not have the full skillset of the postholder and will be unfamiliar with systems and processes relating to MDC.   In order to ensure compliance in this heavily legislated area, it is proposed that Employee 015237 undertakes additional duties for a period of three months to support the induction of the agency backfill candidate. This employee has a vast knowledge of systems and processes within this work area and has indicated her willingness to support the service through this challenging period.   The MDC Honorarium Policy states that ifcarrying out some duties of a higher graded post, an honorarium payment will be based on a percentage of activities. In these circumstances, the honorarium payment would normally be based on the Officers current spinal point and the bottom spinal point of the higher graded post with the appropriate percentage applied (pro rata for part time employees). It is proposed that employee 015237 will undertake 10% of the duties of post DTW17, hence the honorarium in this case will amount to £4,509 per annum or £375.75 per month.   This arrangement will be in place for a period of three months from the first date of absence of the absent postholder (28/05/2026), at that point the arrangement will be reviewed. This ODR contains an option to extend the honorarium for a further period of up to three months if required.     The department could not make this arrangement, however there could be possible compliance issues, in particular relating to vehicle servicing and MOT testing.
