Purpose: The Homelessness Rough Sleeping and Domestic Abuse Grant replaces the Rough Sleeping Prevention and Recovery Grant provided to Local Authorities via Central Government. The decision is to extend contracts with Thames Reach, St Mungo’s and Single Homeless Project for 1 year to continue to provide rough sleeping services in the borough.

Content: To note the spend from 1 April to 30 June 2026 for an amount of £456,479.25.   To approve the extension of contracts with Thames Reach, St Mungo’s and Single Homeless Project (SHP) pursuant to Regulation 72 of the Public Contracts Regulations 2015, on the basis that the modification is necessary due to unforeseeable circumstances and does not alter the overall nature of the contract. Thames Reach at an annual contract value of £1,516,312 St Mungo’s at an annual contract value of £150,947 Single Homeless Project at an annual contract value of £158,658   The total contract value to date, including this one-year extension will be £7,113,658.   To note and approve the delegation of responsibility for administering the personalisation fund to Thames Reach   To note and approve the delegation of responsibility for administering the Private Rented Sector (PRS) deposits fund to Single Homeless Project   To approve the extension of commercial leases to Thames Reach at 70-72 Acre Lane and 54 Clarence Avenue for a term from 1 April 2026 until 31 March 2027.
