Content: Confirmed that the application was extraction only, not extraction and processing. Motion – Councillor Nicol, seconded by Councillor Johnston, moved that the application be refused, on the grounds that it was contrary to NPF4 Policies 8, 13 and 19 due to road safety concerns; a lack of physical engineering to enforce a left turn from the site; visibility concerns; and that whilst development on greenbelt sites was acceptable in principle, not all should be approved as the purpose of greenbelt land was to maintain the landscape setting. Amendment – Councillor Davidson, seconded by Councillor Forsyth, moved that the application be approved in line with the recommendations within the report, subject to a condition requesting the submission of a satisfactory Traffic Management Plan; and further discussion and satisfactory agreement with the applicant on the most appropriate tree species to be planted. M – 5 A – 5 The Chair exercised his casting vote in favour of the Amendment. Therefore, authority to grant Full Planning Permission was delegated to the Head of Planning and Economy subject to: 1) The conclusion of the Section 75 relating to Road Levy, 2) A condition that a satisfactory Traffic Management Plan be submitted, 3) Further discussion and satisfactory agreement with the applicant on the most appropriate tree species to be planted, and 4) The conditions detailed within the report (noting that Condition 1 should refer to Condition 12, not Condition 13). In addition, the Committee requested that an informal session be arranged with relevant officers to look at how planning consultation responses are formulated.
