Content: An update on the financial performance and budget outturn position for 2025/26. Councillor Sunita Gordon, Lead Member for Resources made some introductory comments. Strategic Director of Resources and Section 151 Officer introduced the report. RESOLVED: That the general fund revenue outturn service overspend of £0.46m,which is offset by £2.00m use of contingency and a £1.65m corporate costs underspend be noted. That it be noted that the overall underspend of £3.19m has been used to create a £1.64m high needs block repayment reserve and to increase the general fund reserves by £1.55m to help support the MTFS. That the dedicated schools grant revenue outturn overspend for 2025/26 of £10.91m be noted and the resulting deficit balance of £21.48m carried forward to 2026/27. That the housing revenue account revenue outturn overspend for 2025/26 of £0.04m be noted. That the 2026/27 budget delivery assessment be noted. That the capital outturn of £107.99m be noted. That the capital programme budget adjustments set out in paragraphs 4.5 to 4.7 of the report be approved. To recommend to Full Council the updated 2026/27 Flexible Use of Capital Receipts Strategy for adoption and submission to MHCLG as set out in Appendix D. That the Local Government and Social Care Ombudsman decisions and actions taken as a result during Q4 be noted. That the corporate risk register and the actions being taken to mitigate the key risks be noted.
