Purpose:

Content: Councillor Barry Lewis moved the report, which was seconded by Councillor Short.   An amendment was moved by Councillor Nick Mattey and seconded by Councillor Alison Long.   The amendment was put to the vote and lost.   The recommendations were put to the vote and carried.   RESOLVED:   1.    That Councillor Barry Lewis be elected as Leader for a four year term.   2.    That the appointment of a Deputy Leader, Councillor Sam Martin, be noted. 3.    That the appointment of Sunita Gordon, as Lead Member for Resources be agreed.   4.    That the position regarding Principal Opposition Group Leader as set out at paragraphs 3.5-3.7 of the report be noted and that the consequential amendments to the Members’ Allowances Scheme be approved.   5.    That the establishment of Standing Committees, Scrutiny Committees, Regulatory Committees, Other Bodies, and Local Committees for the municipal year 2025-26, as set out in paragraphs 4.1-4.12 of the report be approved. 6.    That the allocation of seats, as set out in paragraph 4.17 of the report be agreed.   7.    That the appointment of Chairs and Vice Chairs of committees as set out in Appendix A be agreed.   8.    That the appointment of members of committees, and substitute members as set out in Appendix A be agreed. 9.    That the nominations to the Local Government Association (LGA) Annual General Assembly and allocation of votes, as set out in paragraph 4.18 of the report, be agreed.   10.  That where there are any outstanding places the relevant political group may give written notice to the Monitoring Officer of their appointments 10 clear days before the relevant committee is due to meet.   11. That the political groups may notify the Monitoring Officer of any in-year changes to committee membership by giving written notice 10 clear days before the relevant committee is due to meet. 12.  That authority be delegated to the Monitoring Officer to make any in-year change to seats reserved for co-opted members following the normal recruitment processes for those roles and subject to consultation with the Chair of the relevant committee and the Leaders of the political groups.   13.That authority be delegated to the Monitoring Officer to make any consequential changes to the constitution arising out of this report, such as changes to committee names, size, procedures, and removal of reference to committees not established.
