Purpose:

Content: To approve the timetable for the preparation of the Wiltshire Local Plan and the publication by 30 June 2026 and in accordance with the Town and Country Planning (Local Planning) (England) Regulations 2026, of the timetable and Notice of Intention to Commence the Wiltshire Local Plan, confirming that the Plan will incorporate the Minerals and Waste Plan; and to authorise progression of the steps necessary to commence preparation of the Wiltshire Local Plan.   A report was taken to Cabinet on 25 June 2026 to seek approval of the timetable for the preparation of the Wiltshire Local Plan and the publication, by 30 June 2026 and in accordance with the Town and Country Planning (Local Planning) (England) Regulations 2026, of the timetable and Notice of Intention to Commence the Wiltshire Local Plan, confirming that the Plan will incorporate the Minerals and Waste Plan.   In order to implement the decision by Cabinet that the timetable for the preparation of the Wiltshire Local Plan is approved and the timetable is published alongside the Notice of Intention to Commence plan preparation, Cabinet delegated authority to the Director of Planning, Economy and Climate, in consultation with the Director for Legal and Governance and Cabinet Member for Strategic Planning to take all necessary steps for the publication of the Local Plan timetable, its monthly review and update and publication of the Notice of Intention to Commence the Wiltshire Local Plan.   In accordance with the procedural requirements relating to the preparation and publication of the Wiltshire Local Plan timetable and Notice of Intention to Commence local plan preparation (Regulations 4, 6, 8, 19 and 88[1]) the following actions are undertaken:   -       Publish local plan timetable, prepared in accordance with Regulations 4 and 6 of the regulations[2] and section 15B of the Planning and Compulsory Purchase Act 2004 (as amended), and statement the timetable is to have effect via the following means: o   On the council’s website (via new suite of Wiltshire Local Plan webpages) o   In the council’s principal office at County Hall, Trowbridge o   At other locations the council deems appropriate, namely Monkton Park Chippenham and Bourne Hill Salisbury -       Publish Notice of Intention to Commence Local Plan preparation, prepared in accordance with Regulation 19 of the regulations, via the following means: o   On the council’s website (via new suite of Wiltshire Local Plan webpages) o   In the council’s principal office at County Hall, Trowbridge o   At other locations the council deems appropriate, namely Monkton Park Chippenham and Bourne Hill Salisbury -       Undertake awareness raising and send notifications to raise awareness of plan-making commencing alongside when and how they can get involved via the following means: o   Notifications to all those on the Strategic Planning database (~8000 recipients) o   Press release o   Notification via newsletter to Members o   Notification via newsletter to Town and parish councils o   Notification via newsletter to Residents (~26,000 recipients) o   Notification via newsletter to Businesses (~8,600 recipients) o   Notification via newsletter to Planning policy list (~6,500 recipients)   Upon spotting an error in the map published in both the description of the Local Plan area and the map displaying this, whereby the New Forest National Park Authority should have been excluded, the following actions were undertaken on 1 July 2026:   Timetable webpage was updated with a revised map, an updated portal map and a revised description of the Local Plan area Commencement notice webpage was updated with a revised map, an updated portal map and a revised description of the Local Plan area Hard copy of the timetable within the principal office and other locations updated with a revised map and description of the Local Plan area (replacing the old version) Hard copy of the Commencement Notice within the principal office and other locations updated with a revised map and description of the Local Plan area (replacing the old version).   I confirm that in making this decision I have considered the following in line with Wiltshire Council’s Constitution:   Key decision requirements Covered by Cabinet decision. Staffing, financial and legal implications Covered by Cabinet decision.   There is a legal process that must be followed when a Local Plan Timetable and Notice of Intention to Commence plan preparation are prepared and published as contained within the Planning and Compulsory Purchase Act 2004 (as amended) and The Town and Country Planning (Local Planning) (England) Regulations 2026.  The assessment of any associated risks in accordance with the Council’s risk management strategy; Covered by Cabinet decision.
