Purpose: The Planning for the Conservation and Enhancement of Dark Skies in Wales guide sets out excellence in planning for the natural environment by moving beyond controlling light pollution to proactively planning for sustainable, healthy and resilient places that protect and enhance the environment for wildlife and people. The guidance provides simple, practical good lighting principles and was produced with the intention for each Local Planning Authority in Wales to be able to adopt it as Supplementary Planning Guidance.  Avoidance of unnecessary lighting and reducing light pollution carbon emissions, leads to better outcomes for biodiversity, habitats by protecting nocturnal species and ecosystems. Human health and well-being and social value is also protected and enhanced through the quality of the public realm.

Human health and well-being and social value is also protected and enhanced through the quality of the public realm.   RECOMMENDED TO CABINET:   a)    That the Conservation and Enhancement of Dark Skies Supplementary Planning Guidance (Appendix A of the report) for 6 weeks consultation be approved.    b)    That delegated authority be given to the Head of Housing, Planning and Place in consultation with the Portfolio Holder for Finances and Strategic Planning to make non-material amendments to the SPG prior to consultation.
