Content: The proposal to be advertised and any objections to be the subject of a report to Cabinet Spokesperson. If there are no objections, the Head of Highways & Engineering and the Head of Legal Services be authorised to make and implement the Order. A planning permission was granted on the 11th of August 2021 for the development of seven dwelling on the former Gray Coaches site located on Wath Road in Elsecar. Wath Road is a well-used and busy carriageway, serving as a key route within the local area. Its proximity to the Elsecar Heritage Centre together with its function as an access route to other parts of the village results in consistently high traffic volume. At present, there are no parking restrictions in place on Wath Road in the vicinity of the new housing development. Furthermore, many existing properties do not benefit from off-street parking provisions leading to a reliance on on-street parking along the carriageway. The approved development includes provision of 13 parking spaces intended to serve both residents and visitors. However, it is anticipated that additional vehicles may start to utilise on-street parking for convenience. Given the existing constraints on road width and current parking pressures, this could result in vehicles being double parked, thereby exacerbating congestion and increase the risk of obstruction to the free flow of traffic. As part of the planning agreement, road safety measures are required to improve the overall safety and operational viability of the highway, including reducing the likelihood of vehicles causing obstruction. The Traffic Unit also noted that, whilst the report originated from the SYMCA, the issues reported have the potential to impact all larger vehicles, including public service vehicles and the emergency services. Physical engineering measures such as bollards and railings were considered but these were deemed to be too intrusive on the carriageway and footway for other road users.
