Purpose:

Content: The Director of Economic Development and Planning submitted a report seeking Committee approval to undertake the statutory Scoping Consultation for the new Ribble Valley Local Plan.   It was noted that the consultation represents the first consultation stage in the new plan-making process and will seek views from residents, businesses and stakeholders on the issues, priorities and opportunities the Local Plan should address, as well as how future engagement should be undertaken. It will take place between 3 July and 14 August 2026.   The report also sought approval of the supporting consultation materials, the re-opening of the Call for Sites exercise, and the progression of the remaining preparatory stages required to pass through Gateway One.   RESOLVED THAT COMMITTEE:   1.    That this Committee approve the Notice of Scoping Consultation (Appendix 2 of the report) and make available in accordance with the regulation requirements, and a 6 week representation period is commenced during which representations on the matters contained within it may be received by the Council.   2.    That this Committee approve the Draft Local Plan Scoping Document (Appendix 3 of the report) for public consultation alongside the formal Notice of Scoping Consultation, for a 6 week period commencing 03 July 2026.   3.    That, up to the start of the consultation period, the Director of Economic Development and Planning  be authorised by this Committee to make minor changes to the wording or layout of the Draft Local Plan Scoping Document (Appendix 3 of the report) to improve clarity or accuracy of the document as necessary and providing that the changes do not materially change the meaning of the consultation document.   4.    That this Committee approve the re-opening of the Call for Sites exercise for a period of 6 weeks, running concurrently with the Scoping Consultation.   5.    That the Director of Economic Development and Planning, in consultation with the Committee Chair, and where appropriate, seeking the views of the Local Plan Working Group be authorised by this Committee to progress plan making through Gateway One by approving and publishing the Gateway One Readiness Self-Assessment (Regulation 21); Summary of Consultation Responses; Updated Local Plan Timetable; and Community Engagement Strategy.
