Content: The Director of Economic Development and Planning submitted a report updating Committee on the government response to the Planning committee reform: statutory consultation on draft regulations and guidance and seeking approval for minor amendments to the previously agreed scheme of delegation in respect of planning matters for referral to Full Council.   The reported highlighted that the planned reforms will proceed, with some amendments made following feedback from Councils and other stakeholders, including a revised implementation timetable and further clarification within the regulations and guidance.   ******RESOLVED THAT COMMITTEE:   Approve (to take effect from the date that the 2026 Functions Regulations come into force) the revised Scheme of Delegation (Appendix 1 to the report) in principle for approval by Council.
