Purpose:

Content: RESOLVED that the Constitution and Governance Committee:   1.    Acknowledged that the 12 month period for completing a Community Governance Review had lapsed by operation law and therefore the Council had no legal authority to proceed with the current CGR, and as a consequence, the CGR was formally terminated. 2.    Agreed that, as a consequence of the expiry of the 12-month period mentioned above, the CGC should start a fresh CGR and adopt the Terms of Reference set out in Appendix 2, with the aim of completing the CGR by February 2027. 3.    Agreed to convene an extraordinary committee meeting at 2pm on Thursday 24 September 2026 and delegated authority to the Head of Democratic & Governance Services to make the necessary arrangements.
