Content:   Report CEF26031   The report sought Executive approval to proceed to procure a contract for the delivery of a Passenger Transport Service to meet all assessed eligible transport needs for all client groups.    The report followed the Gate 0 report, CEF 26022, dated 18th March 2026, where Executive approved the development of the commissioning strategy for the Passenger Transport Services.   The Council currently operated a closed Framework contract with a range of providers with an estimated whole life value of £89M.  The contract commenced in September 2020 and would end on 31st August 2027, having used all available formal extension options.   The report had been scrutinised jointly by the Adult Care and Health PDS Committee and the Children, Education and Families PDS Committee on 10 June 2026 and the proposals were supported.   RESOLVED: That proceeding to procurement, via a Competitive Flexible procedure for a multi-vehicle Open Framework, for the provision of passenger transport services for Adults and Children for an eight year call off contract commencing September 2027 at an estimated annual value of £20M (estimated whole life value of £160M) be approved, noting that, in accordance with the requirements of an Open Framework, the Framework will be reopened for competition within the first three years and as required thereafter.
