Purpose:    Summary This report seeks approval of the Brent Cross South First Phase Proposal Addendum, under delegated authority pursuant to resolutions 4 and 11 of the Brent Cross Update Report at Cabinet on 2nd February 2026 (as set out in the report below). As detailed in the Cabinet Report, due to market deterioration since the Phase was approved in 2020, the remaining plots are no longer able to satisfy the viability condition, which is essential to unlock and bring these forwards for development. This Addendum sets out necessary changes to the Phase Proposal to enable the remaining plots in this phase to be brought forward viably, including amendments to the Masterplan as well as measures to reapportion site-wide costs out of this Phase.
