Content: 1 CIVIL PARKING ENFORCEMENT POLICY - REVISED 2026 – The Director: Communities submitted a report seeking approval to the adoption of a revised Civil Parking Enforcement Policy. North Lincolnshire Council adopted Civil Parking Enforcement, which allowed for council-led enforcement of parking restrictions using civil penalties (PCNs) instead of criminal fines. This system was enabled under the Traffic Management Act 2004 and was designed to ensure safer, free-flowing roads by enforcing on-street parking restrictions. Following the adoption of these powers, North Lincolnshire Council operated under this policy to achieve its outcomes for people and place, including maintaining safe and free-flowing traffic, preventing dangerous parking, improving access to shops, services and residential areas, and supporting wider transport and place-based outcomes. The existing Civil Parking Enforcement Policy was reviewed and updated to ensure that it continued to reflect best practice, providing clear guidance to the public on how civil parking provisions would be enforced within North Lincolnshire.
