Purpose:
Content: RESOLVED that 1. subject to a similar resolution being made by the West Surrey Shadow Authority, the recommended configuration of services to transition to East Surrey Council and West Surrey Council, as set out in Appendix 1 of the report, by Programme Theme, be supported, and include the basis for further transition work, including which services should be: · disaggregated between East Surrey Council and West Surrey Council; · aggregated into East Surrey Council and West Surrey Council, based on geography; · hosted by either East Surrey Council or West Surrey Council, on behalf of both, on a temporary basis, with defined review points; · retained ‘whole’ in the longer term, including those transferring to the Combined Fire and Rescue Authority and Pensions Authority; · hosted specifically by East Surrey Council on behalf of both East Surrey Council and West Surrey Council, or hosted specifically by West Surrey Council on behalf of both East Surrey Council and West Surrey Council, where there is an operational rationale for such an arrangement; and that a further report will be brought back to the Shadow Executive in September 2026 recommending Appendix 1 for agreement, with further detail on the recommended proportionate split of disaggregating services to follow; 2. the principles being used to recommend the proportionate split of activity for disaggregated services between East Surrey Council and West Surrey Council, as set out in the report, be noted, and that recommendations on the basis of application of these will be brought to the Shadow Executive for agreement in Autumn 2026; 3. the proposed approach to determining which of East Surrey Council or West Surrey Council will be the host authority for services where no clear location-based rationale exists, as set out in this report, be agreed; 4. authority be delegated to the Head of Paid Service, in consultation with the Leader of East Surrey Shadow Authority, relevant Portfolio Holders and the Senior Responsible Officer, to revisit and amend any recommended service configurations should this become necessary in light of central government direction and/or delivery requirements; 5. it be noted that material budget pressures and potential savings arising from the recommended service configurations will be identified and included for consideration within the wider strategic and financial planning process; and 6. it be noted that West Surrey Shadow Executive was also considering this report at their equivalent meeting on 21 July 2026, and that decisions taken by each authority will necessitate ongoing joint working across the Shadow Executives throughout the shadow transition period to support a successful implementation.
